The Delaware Healthy Children Program (DHCP) is a low cost health insurance program for Delaware’s uninsured children. If your child is found eligible for DHCP, you will pay $15 or $25 monthly depending on your income. The single monthly premium covers all the eligible children in your family. You must pay the monthly premium in order for the coverage to become effective. For every three months you pay in advance you get the fourth month of coverage free.

DHCP covers: doctor visits including check-ups, prescription drugs, eye exams and glasses, dental care, routine shots, tests and x-rays, speech/hearing therapy, hospital stays, specialist visits, chiropractic services, mental health counseling, treatment for drug and alcohol abuse.

To be eligible for this benefit program, you must be a resident of Delaware and meet all of the following:

  • Either 18 years of age and under or a primary care giver with a child(ren) 18 years of age and under, and
  • A U.S. Citizen, National, or a Non-Citizen legally admitted into the U.S, and
  • Uninsured (and ineligible for Medicaid).

You also may not be a dependent of a state of Delaware employee.

In order to qualify, you must have an annual household income (before taxes) that is below the following amounts:

*For households with more than eight people, add $11,406 per additional person. Always check with the appropriate managing agency to ensure the most accurate guidelines.

You will need to complete an application and return it to DSS. If DSS cannot verify your information electronically, you may be asked to provide: proof of citizenship and identity, proof of immigration status, social security number for each applicant who has an SSN, proof of all income you receive from the last 30 days or your latest tax return for self-employed applicants.
