Program Description

The NHSC LRP offers fully trained primary care clinicians the opportunity to receive financial assistance to repay their qualifying educational loans in exchange for service in a HPSA. A subset of the NHSC LRP is the Students to Service (S2S) LRP which provides financial assistance to repay qualifying educational loans to medical students in their last year of school in exchange for service in a HPSA.

General Program Requirements

An applicant must:

  1. Have a degree in allopathic or osteopathic medicine, dentistry, or other health profession, or an appropriate degree from a graduate program of behavioral and mental health, or be certified as a nurse-midwife, nurse practitioner, physician assistant, or have a degree in another health profession as needed by the NHSC; and have a current, full, permanent, unrestricted, and unencumbered license, certificate, or registration, as applicable, to practice such health profession in a State (for Federal employees), or in the State in which the applicant intends to serve (for non-Federal employees); or
  2. Be enrolled in an approved graduate training program in allopathic or osteopathic medicine, dentistry, or other health profession as needed by the NHSC, or an approved graduate training program in behavioral and mental health; or
  3. Be enrolled as a full-time student in the final year of a course of study or program approved by the Secretary that leads to a degree in allopathic or osteopathic medicine, dentistry, or other health profession as needed by the NHSC, which is offered by an accredited educational institution in a State; and
  4. Be a National of the United States;
  5. Be eligible for, or hold, an appointment as a Commissioned Corps officer in the U.S. Public Health Service or be eligible for selection for civilian service in the NHSC; and
  6. Submit an application for a contract to participate in the NHSC LRP.

NHSC LRP Selection:
The program will take into consideration the extent to which an individual demonstrates an interest in providing primary health services, and may consider other factors, including professional competence and conduct, that the Secretary deems necessary to assure effective participation in the NHSC LRP. The program will not select any applicant who:
  1. Owes an obligation for health professional service to a Federal, State, or local government entity, or to any other entity, unless the applicant submits, and the Secretary approves, a written statement from the entity that the service obligation owed to the entity will be fulfilled before the applicant enters into an LRP Contract; or
  2. Has breached or otherwise failed to fulfill an obligation for health professional service to a Federal, State, or local government entity, or to any other entity, even if the applicant has not been penalized or placed in default by the entity, has subsequently satisfied the obligation to the entity through service or monetary payment, or the obligation has been waived, cancelled or otherwise discharged.
