Program Description

The Performance and Registration Information Systems Management (PRISM) program links Federal Motor Carrier Safety information systems with State commercial vehicle registration and licensing systems and enables a State to (1) determine the safety fitness of a motor carrier or registrant when licensing or registering the applicant of motor carrier or while the license or registration is in effect; and (2) deny, suspend, or revoke the commercial motor vehicle registrations of a motor carrier or registrant that has been issued an operation out-of-service order by the Federal Motor Carrier Safety Administration (FMCSA).

The PRISM program requires the eligible participants have the authority to register motor vehicles. Vehicle registration is a function performed by the state. If Tribes/native entities don't have the jurisdictional responsibility to issuing vehicle registration, they would not be eligible for the grant.
