Program Description

Under a National Reimbursement Agreement between Department of Veterans Affairs (VA) and Indian Health Service (IHS) and individual agreements between VA and interested Tribal Healthcare Facilities the IHS/THP Program allows for the reimbursement of direct care services provided by IHS and THP facilities to eligible American Indian (AI) and Alaska Native (AN) Veterans.

General Program Requirements

Veterans qualifying for reimbursement under this program must be eligible and VA enrolled AI/AN. An AI/AN Veteran is a Veteran who is eligible for services from IHS or the Hannahville Health Center in accordance with 42 C.F.R. Part 136 and is enrolled in VA's System of patient enrollment in accordance with 38 U.S.C. section 1705 and 38 C.F.R. 17.36 or is otherwise eligible for hospital care and medical services under 38 U.S.C section 1705 (c ) (2) and 38 C.F.R. 17.37 (a)-(c) notwithstanding the Veteran's failure to enroll in VA's system of Patient enrollment.

Application Process

Under the National Reimbursement Agreement between VA and IHS an eligible Indian Health Service medical facility can seek reimbursement from VA for direct care services provided to eligible AI/AN Veterans. THP facilities have to sign individual reimbursement agreements based on the National Reimbursement Agreements before they can seek reimbursements for the for mentioned services. Currently VA has 85 agreements with THP facilities.
