The Medicaid program furnishes medical assistance to eligible Delaware low-income families and to eligible aged, blind and/or disabled people whose income is insufficient to meet the cost of necessary medical services. Medicaid pays for: doctor visits, hospital care, labs, prescription drugs, transportation, routine shots for children, chiropractic services, mental health and substance abuse services.

To be eligible for Delaware Medicaid, you must be a resident of the state of Delaware, a U.S. national, citizen, permanent resident, or legal alien, in need of health care/insurance assistance, whose financial situation would be characterized as low income or very low income. You must also be one of the following:

  • Pregnant, or
  • Be responsible for a child 18 years of age or younger, or
  • Blind, or
  • Have a disability or a family member in your household with a disability, or
  • Be 65 years of age or older.

In order to qualify, you must have an annual household income (before taxes) that is below the following amounts:

You will need to complete an application and return it to DSS. If DSS cannot verify your information electronically, you may be asked to provide: proof of citizenship and identity, proof of immigration status, social security number for each applicant who has an SSN, proof of all income you receive from the last 30 days or your latest tax return for self-employed applicants.
