The Special Milk Program (SMP) provides milk to children in schools and other institutions that do not participate in other Federal meal service programs. Schools participating in the National School Lunch Program or School Breakfast Program may also participate in the SMP if the milk is provided to children who do not have access to the school meal programs (for example, children in half-day kindergarten and pre-kindergarten programs).

The program reimburses schools and other institutions for milk served.
