Program DescriptionNursing home care can be provided in the Department of Veterans Affairs (VA) Community Living Centers for Veterans who are in need of a skilled environment for short term and long term stays, but who are not acutely ill and not in need of hospital care.
Mandatory eligibility is given to the following Veterans:
- Veterans who are rated 70 percent service-connected or more
- Veterans who need nursing home care for their service-connected disabilities
- Veterans who have a total disability rating based on individual unemployability
Generally, Veterans who do not have service-connected disabilities for which they're entitled to compensation must agree to make a co-payment for extended care services. These Veterans must complete VA Form 10-10EC, Application for Extended Care Services and VA establishes a co-payment based on that information.

Generally, in order to receive VA benefits and services the Veteran/Servicemember's character of discharge or service must be under conditions other than dishonorable (e.g., honorable, under honorable conditions, general). However, individuals receiving undesirable, bad conduct, and other types of dishonorable discharges may qualify for VA benefits depending on a determination made by VA.
